I’ve been checking into the medical exam required for my husband’s immigrant visa, in which yes, Covid-19 vaccines are still required. In fact here is the note we received from Bumrungrad Hospital regarding this:

Starting from 1st November 2021, patients whose age 18+ who want to arrange appointment for USA visa must have vaccine certificate showing that they already completed 2 doses of COVID-19 vaccines.
Vaccines can be either 2 doses of same vaccines or cross vaccines preferences
If you have already had COVID-19, you are required to get 1 vaccination after 3 months of COVID-19 recovery.
If you are unvaccinated, you must show the evidence of vaccine reservation with details of full name, vaccine name and payment.
To make appointment, please provide the following information:
Hospital No. (HN):
Name: (First name - Last name)
Date of birth (Date/ Month/ Year)
Case number (starting with BNK follow by 10 digits number)
Date of interview
Requested appointment date
COVID-19 vaccine received
Telephone number
Upon receipt of the above information, we will coordinate with concerned department and confirm appointment to you shortly.

My understanding of this is that you cannot even make an appointment for the panel physician exam unless you’ve received the Covid vaccines first (or have procured a fake certificate saying as much). Although they give the option of showing that you’ve scheduled and paid for two doses, much like trying to get the dogs rabies boosters/titer tests to appease the CDC, I haven’t found anyone yet in October of 2023 who offers appointments for the service. All of the top google search results are from 2021.
I have yet to hear back from the second panel physician (there’s only two who are approved in all of Thailand for this service). It seems to me that this is a chicken egg type of issue at this point. Though really why are these Covid-19 shots still a requirement on legal family based visa applicants to the USA? It’s a clown world indeed.
I’ll keep plugging away regardless…
