ram pumps are really cool, but you need the water going into it to be moving for it to work. I've never read about one being used in a well. Usually they are used in a stream or where you have water flowing from high to low.

I think this is analogous to when you hold two balls, a small ball on on top of a big one, and drop them. Bounce, and the small ball will shoot way up in the air, because it gains some of the recoil momentum of the larger ball. There isn’t free energy there, you’ve already given the energy to the system by lifting both balls to whatever height you drop them from.
In this the energy is coming from the elevated bucket, and you’re able to bring _some_ of the falling water up higher because you’re sacrificing momentum of the water ejected out that first check valve. Not sure how you use this to get water out if a well, because it requires the elevated water as its source of energy. But it does look like a way to bring some water, like from a stream to higher ground.

I built a ram pump for friends back in the early 80's. You have to have running water coming from a higher source to make it work. If you have that, then you can use some of that running water energy to pump part of the water to an even higher point. Typically they're used to pump water to a house, garden or a storage tank from a nearby flowing stream below the house, garden or tank. Some of the streams flow is diverted through the ram pump and the pump is able to pump part of that water to the desired higher point.
I read about the mysterious 911 call. There's no way of knowing without an honest transparent autopsy and a timeline of events. It seems odd that a guy like that would suddenly encounter information that was worthy of getting him killed. It's all speculation on my part...
