I don’t know where the lowest ownership of dogs is, but I know that Thai Muslims do not keep dogs as pets so I’d have to assume that some predominantly Muslim countries have low rates of dog ownership. Of course their managing of dog populations through strict controls and mandatory rabies vaccination, microchips and licensing is just governments doing what governments do best: making up a BS reason to exert greater control over the population. What would we do without them?
